plasmoid toolbox: sticky operating

Consider resize:
a) move to show the toolbox
b) click on resize, hold
c) resize
d) release

what Aaron wrote in 
http://bugs.kde.org/show_bug.cgi?id=154119#c51

would improve u7y (acronyms -- what a relief) and a11y as well:
a) move to show the toolbox
b) click on resize, you don't have to hold LMB
c) resize
d) click again

The idea is not mine of course, I just think it should be applied wherever it is possible. Here it fits perfectly well.

Jonathan, why did you mark this one as duplicate of panel report? Will fixing panel fix plasmoids as well?

Oh, you are talking about moving plasmoids inside the panel, and not the control buttons on the panel toolbox? I'm sorry.

This feature request was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this feature request is already implemented in Plasma 5, or is no longer applicable.
