If we select the Navigator toolbar to be shown, an empty toolbar is displayed (only its handle is visible). When reviewing toolbar configurations, we can see that there's one item on this toolbar, the action list navigator_actionlist. However, this action list appears to be empty, as no button is shown.

Is it possible to restore the navigator toolbar?
We'd need to create a list of actions from the Navigator.

What is the goal of the navigator toolbar ?

I hope this is unrelated to my work on the sidebar. So, Allen, is this a general question, or is this somehow my fault ?

About the question itself, what do you mean with 'restore the navigation toolbar'. I would need more info to successfully answer :)
