In System Settings - Network Settings - Network Connections - Network Interface tab: column "State" is translated as "Stát" - right is "Stav"

Well, it seems that the kdelibs.po you provided belongs either to some older branch or it contains strings specific to Ubuntu. I looked at the kdelibs.po in 3.5.9 branch and trunk. In 3.5.9 there is indeed twice word "State", however, in both cases it is correctly translated as "Stát" (they occur in kcertpart and really mean country, i.e. "stát").
