Because it is bad UI. When user clicks on panel, simply ignore this -- maybe user would like to launch another app to see how the new config fit in with the rest of apps.

The last note I get back. Panel should be "static" while configuring, i.e. you cannot use it in normal way.

our user testing says otherwise.

The problem is, when you accidentally click on the panel, the control will hide. This is tiresome, because you have to make it to show again, and again, and again.

It is like playing cat&mouse. Please Aaron, reconsider this -- do not autohide the control pane.
