Note that I'm running kde4daily on VirtualBox, updated today.

This also affects the Alt+F2 launcher.

The quick search feature does not understand non-latin characters and does not return any matches if the search string contains such symbols.

Steps to reproduce:
Install translations for your favorite non-latin locale that has start menu entries translated, for example, Latvian or German.
Set appropriate keyboard layout.
Open start menu and type a search string containing non-latin symbols.
Result: no entries are found.

As an example you can search for "Tīm" in Latvian locale. The string is contained in "Tīmekļa pārlūks" (Web browser) and the results are empty, regardless of the fact that the entry is clearly visible in the favorites panel if no search text is entered.

Tip: You can type "ī" using Latvian keyboard layout by holding down right Alt and pressing "i".

Do you still get this in KDE 4.1?

I tried and failed to reproduce it in trunk by creating my own menu entry with Tīmekļa pārlūks as the description.

I can't reproduce this in 4.1.0 using the exact method you described, either.  Can you confirm that it is fixed in 4.1?
