Steps to reproduce:
Start kdm and log into a kde session.
Use ctrl+alt+f6 to switch to vt6.
Log in and then log out from vt6.
Switch back to vt7 with ctrl+alt+f7 and try to shutdown.
After KDE has shut down, kdm will block the shutdown process with a message saying that a user is still logged in vt6 (asking for confirmation to log him out) although the user has actually logged out.

Sorry, the "platform" should be Debian testing/unstable packages as I am using kdm 4.0.74 installed from the debian experimental repository. I am pretty sure, though, that I selected Debian testing/unstable when I was asked for in the bug report process :S (May be a konqueror bug :P).
