Cannot reproduce using your same version. Feeds are correctly loaded. Cannot reproduce with your version. Is it possible that the feeds may have not been reachable for some reason? (Router / connection issues?) I know I can't go through the KConnectionMamager as I use kppp to dial to my wireless internet (another ubuntu issue I think), but other than that I'm directly connected to the internet without issue. And you still cannot load those feeds? Up until I sent in the hard drive for service (and have since installed ubuntu on a new one) I was unable to access feeds. I currently do not run kubuntu kde4 anymore, and have switched to ubuntu gnome. I'm wondering if it's a problem with the network manager.
