Version:           kde 4.0.3 (using KDE 4.0.3)
Installed from:    Gentoo Packages
Compiler:          gcc version 4.1.2 (Gentoo 4.1.2 p1.0.2) 
OS:                Linux

Then I move my mouse above taskbar a tooltip balloon with a title of a task pops up.
In this moment CPU starts to use 100% of power with the follow "top" list:
65%  X
31%  plasma 

the powertop's list:
  52.3% ( 79.8)          knotify4 : schedule_timeout (process_timeout)
  32.4% ( 49.4)                 X : do_setitimer (it_real_fn)

still present in kde 4.0.4
really an annoying bug :(

Tooltips disabled in 4.1/trunk for now.  Needs looking at again when they return.

No more tooltips for now, and they probably will be implemented differently when they return
