I'm not sure what that's called, but the icon surround on the KDE4 desktop with the move, delete, configuration, and mystery (no tooltips either, perhaps refresh?) buttons is completely ignored by the default icon placement.

So: A new file is saved on the desktop, its default placement is with the surround abutting the nearest neighbor.   However, this placement covers one or more of those buttons when they appear.   Trying to press them activates the neighboring icon as often as actually pressing the button.   There is no alternative in the right click menu, as these features have been removed from there for some reason.   Usually, the only work around is to move the icon before trying to mess with the buttons (annoying).   Or, in the case the move button is covered, you have to move another icon, move the icon of interest out of the way, then move the other one back.

There's no kdesktop in KDE 4, but plasma.

All the desktop icons code is about to be removed and replaced and so the applet handle code (the thing that appears around the icons and other applet)
so problems around these two things are wontfix at the moment
