Anyway, the problem is this, filenames are with Polish characters in ISO-8859-2

1) LANG=en_US, encoding ISO-8859-2, filenames are shown ok
1) LANG=en_US.ISO-8859-2, encoding ISO-8859-2, filenames are not shown correctly
1) LANG=en_US.ISO-8859-2, encoding default, filenames are not shown correctly

By "not shown correctly" I mean showing "?" instead of Polish character.

It should be 1) 2) 3) of course.

For case (2), when I type 
ls -1
the files are not shown correctly. But when I type
mv co
and hit enter the rest of the filename is completed, and the filename is shown correctly.

I follow the bug report summary, but what do you mean by "overreacts"?

KDE3 is gone. Can't reproduce it in konsole-2.7
