Open the file-dialogue to e.g. save a file. Enable the preview and hover a video file, you can see that the preview area gets control-buttons, i.e. play, stop, forward etc.

Now hover an image, the preview-area displays the image and the media controls, although they are useless for a picture.

Is "video preview" still available on KDE4 ?

I can't recreate this in 4.2.2, moving from a sound or a video file to an image in the Open dialog displays the right preview with the correct options, no play controls are left behind.

Cannot reproduce anymore, yet one of the media icons is missing, but that's another issue.
