It does not matter what the setting for "monitor for activity" is, in any case each keystroke on the console is opening the notification window.
But the notification should not appear when this flag is set to off.

Hi,

This bug was fixed between the Beta 4 and RC 1 releases. 
 
SVN commit #730779 by dfaure:
"Fix the bug that made all sessions monitor activity (and constantly call knotify), the bool wasn't checked at all."
