When a menu bar is disabled, the shortcut (from the menu) are all disabled.
You can try konqueror-dolphin-konsole-kopete and all the application with the option to hide the menu bar.

Example:
1) Open konqueror
2) press CTRL+M (for hiding the menu bar)
3) re-press CTRL+M (for show the menu bar)...
   ...hey! The menu is still hidden!!!

The bug #151421 is (theorically) resolved only for konsole.
