The 'screen & display' section of systemsettings doesn't work at all.
It is impossible to change several parameters (second screen and resolution): parameters can not be applied :

I have tried with two different computers with KDE 3.5.6 and KDE 3.5.7

Please reopen if you can reproduce the bug with KDE 4.
