I would call it a bug, but I am afraid somebody implemented this on purpose.

So, let's call it UI flaw -- when you click RMB the popup menu is shown, when you press RMB on the menu RMB is treated here as LMB. Please, use RMB only as a switcher (in such case) -- on/off.

I saw Konqueror doing some weird stuff opening new windows and I didn't figure out for the long time what is going on -- now I know, I pressed RMB, nothing happened, because Konqueror was doing something, so I pressed it again, and now Konqueror gets two RMB which instead of "do nothing" means "shown popup menu and fire the first action on the list".

Current implementation is not intuitive, requires too much to close the menu (you have to move the mouse outside the menu), there is no uniform behaviour with menu key (this is one buggy on its own), and does not work well when the system is busy.
