When I press right mouse button on a (ICQ) contact, 
I get a menu with a user specific sub menu. Most times. 
Sometimes I only get one menu, without a sub menu.

this is normal behavior. there is no missing menu. The menu displays only the information needed. In the first screenshot (full menu), you've invoked the menu for the metacontact. In the second screenshot (missing menu), you've invoked the menu only for the ICQ contact within the metacontact.

This is not a bug. The debian bug entry should also be closed as such.
