I would opt for more flexible option "smart quote". Currently there is only single option, but I have already posted report on splitting it into two, here is another example, so this should be really a whole section with a) smart quotation b) smart sig removal c) smart e-mail address removal from headers Thank you for your feature request. Kmail1 is currently unmaintained so we are closing all wishes. Please feel free to reopen a feature request for Kmail2 if it has not already been implemented. Thank you for your understanding.
