When adding HTML toolbar in Message Edit Window this tool bar is not saved in setting as when reopening this window to edit a new message the HTML toolbar is not set !

Is this normal ?

I can confirm this. Seems to be the reverse of bug #127442.

As a matter of fact what is said in bug # 7708 is a fix : once installed by checking the HTML toolbal in "Configuration" you have to activate one of the text position icon to make the toolbar permanent which does not make sense.

The problem here is that adding this HTML toolbar through "Configuration" (1) in the the top of the edit window activates the HTML mode ; it is equivalent to the checking of "HTML format" in "Options" (2) which brings the HTML tool bar on top of the  edit window except that in this case it makes it permanent.

Anyways here there is a problem as the developer has departed from KDE philosophy : you should not be able to activate an edition mode by simply bringing the HTML toolbar on top of the window ; activation of HTML mode should be solely done by going through "Options" (1) ; so if you add the HTML toolbar to the top of the window with (1) with Options (2) not active icons should be shadowed (not selectable) ; if you then activate (2) icons of HTML toolbar becomes active ; if you activate (2) it should work as now bringing the HTML toolbar with active icons on top of the window ; if you remove active HTML toolbar with (1) mode is returned to normal ; if you remove non active HTML toolbar with (1) nothing happens regarding mode which stays as is.

By the way "Option" (2) used to color some text has no impact as when I receive the message sent to me it is without color !

This is now fixed in the KDE4 version (not comment #2, but the original report).
