Not sure exactly what the correct behaviour should be, but pasting the Bible into a Konsole certainly shouldn't take down all of KDE. ;)
For a start, I'd suggest a warning when pasting over 5 K or so into a Konsole, especially if it is at a shell (can that be detected?).
Perhaps something to only send bell/alerts at most 100 times per second so dcopserver/knotify aren't flooded. A "cancel paste" function would also be useful.

You need to use a more saintly desktop.  I believe his holiness ( http://www.stallman.org/saintignucius.jpg ) can advise.

Rate limiting for bell events was introduced in KDE 3.5.6 or 3.5.7, the current limit is about 2 per second if I remember correctly.
