Settings always has to be the previous entry to Help in the menubar, i'm used to that and open the Window menu each time i want to change the settings :-D

While you do have that document on your side, fact of the matter is that Konqueror and Kate both put "Window" to the right of "Settings", as do several other KDE applications. The "Window" menu is pretty important to us, and I think following the (obsolete) HIG here isn't worth living with the new inconsistency brought about by putting it to the left of "Settings". Let's hope the new KDE4 HIG resolves this for us.
