It isn't that simple. KRDC (when working with RDP) can only use those keyboard layouts that are known to rdesktop. If there is a compatible layout in rdesktop, then it is no problem to add for KDE4. My rdesktop has a layout called et (no ee), which might be OK? It contains entries below.
