Web shortcuts that are disabled still function like normal as though they were not disabled. It is not possible to disable a web shortcut without deleting it at the moment.

Disabling a web shortcut should mean that it does not function anymore unless it is enabled again by the user.

The check box doesn't enable a shortcut, it marks it for inclusion in menus, e.g the "Search <selected text> at" context-menus in Konqueror.
