How you know russian users use cp1251 codepage for chating by icq.
Very good that you added a choose of charset, but exist two problem assign with it.
1) even if i choose a cp1251 charset for user of Miranda and Psi(icq transport for jabber), i recieve unreadeble text from them
2) user info for all users, how i understand encode in Default charset. User info must be encoded in chaeset that i choose for concrete user.

Fixed for the 0.12 release. The same fix might also be in the next KDE bugfix release (3.5.1) but that's not guaranteed yet.
