If the Control Centre is opened and then System Administration -> Login Manager entered. Change to Administrator mode and then change the background settings and save.  This is not effective unless the file :
/etc/X11/xdm/kdmrc is edited such that the line UseTheme=True is changed to UseTheme=false.
If this is not done then the login manager uses the bluecurve theme and any settings such as "show clock" are not implemented.

This was also the case in the latest version 3.4 just prior to the release of 3.5 via Fedora Core 4 updates recently.

The version of kde is kdebase-3.5.0-0.1.fc4

just for the record: themes are officially still not supported. use at your own risk - this applies to distributors as well.
putting it into the "theming accumulator report".
