Right clicking on an inactive tab pops up the active tab's context menu.  This was observed when trying to 'Move Left/Right' tabs to organize them.  No crashes occurred.  I can provide debug output if needed, but this behavior was also confirmed by at least one other individual.

To clarify, it pops up the "correct" context menu but doesn't disable and grey the move left right entries correctly. It looks like it determines whether to enable/disable them based on the active tab rather than the clicked tab.
