Konsole has a place to set the TERM environment variable, in
Settings -> Configure Konsole -> Session -> $TERM:

However, changing this setting seems to have no effect, and
I wind up with xterm no matter what.  I have checked this
by putting an "echo $TERM" in my dotfiles for bash, at the
top of each one, and they all report xterm.

I would expect this environment setting to show up in the
shell that Konsole starts.

Setting the TERM in the Session tab does work.  Look at the 'Linux Console' session which sets TERM=linux.
Note that changing the TERM in the Sessions tab will not effect the currently opened sessions.
