This happens only if Akregator is started "manually". If Akregator is restored from a previous session, it seems to use the option. I can confirm that for Akregator 1.0 (Using KDE 3.4.0 Level "a" SUSE LINUX 9.2 UNSUPPORTED) Yes, You're right. It's fetching after login as well, but not after manual start/restart. I can confirm that bug.
